I know that green giant is sensitive to salt. How far from the highway should they be planted to safely keep them from salt spray?

When planting salt-sensitive plants, plant them at least 60–100 feet from highways. The road spray can travel quite far from passing vehicles.

Should a double row, offset from each other be used for a windbreak/privacy screen...or is a single row sufficient? We often get wind gusts of 60-65mph in this area. Just trying to figure on how many seedlings I will need.

For a windbreak/privacy fence consider planting them in 2 or 3 staggered rows of trees. Not only will the privacy screen fill in faster, but staggered rows will give you privacy from every angle with little or no open spaces. Space the trees every 8 to 10 feet and space the rows the same. In time you will have a living wall that gives you the privacy you want.

How far down should I dig the hole for a seedling?

You will want to dig a hole that is deep enough so the roots are straight. you do not want the roots forming a J in the hole due to it not being deep enough. You may trim up to a 3rd of the root system without harming the plant. The depth of the hole is going to vary based on the length of the roots you are planting.
