Is this tree cedar apple rust resistant ?

The Juneberry Serviceberry is not "resistant" it is not a specialty cultivar. To prevent the tree from getting cedar apple rust, plant the Juneberry a minimum of 100 yards from any Eastern Red Cedar. You can also check with your local extension on which fungicide to use if they are in closer proximity.

Is this variety of Serviceberry hardy in northeast Oklahoma (zone 7a) with hot summers and cold wet winters?

Zones 3-8 so it is hardy for your zone.
